Published on: 27th April 2009 TALKS ADVANCE TO BUY ARTS CENTRE SITE TALKS ADVANCE TO BUY ARTS CENTRE SITEThe finer points of a planned public-private partnership are being worked through as the Nelson City Council edges closer to a formal deal to purchase a large central city site for the proposed performing arts centre. The council discussed the project, out now for public consultation through the draft community plan, in the confidential section of last week's full council meeting. Last year, the council signed an agreement with Rutherford Holdings, which is owned by the Talley's group, to buy the site next to the Rutherford Hotel, for the intended conference and performing arts centre. It said last year it would pay $4.2 milion for the 3662sq m site but aspects of the agreement still had to be thrashed out before settlement in July this year, former chief executive Viesturs Altments said. (The Nelson Mail, Monday 20 April 2009) APPEAL DROPPEDThe Cawthron Institute has formally withdrawn an appeal to the Environment Court over the rejection of resource consent for an access road adjacent to the Boulder Bank, now that an alternative road is nearing construction. It had planned to build a 1.2-kilometre road beside the Boulder Bank to improve access to its Glenhaven Aquaculture Centre, but the Nelson City Council knocked back the proposal after local opposition to the plan. Commercial and Investment manager Daryl Wehner said Cawthron withdrew its appeal at the beginning of April. The new road, which provides inland access to the centre from Glen Rd, is expected to be completed next month. (The Nelson Mail, Monday 20 April 2009) NEW $250,000 POUND A STEP UP FOR THE DOGSIt will be a dog's life for roaming pooches at Richmond's new pound once it opens. Building consents for the brand new $250,000 Tasman District Council dog pound have been approved and the council is looking over the tenders for its development. Council regulatory manager Jean Hodson said the new pound would be built on the Beach Rd site where the "sub-standard" pound is currently situated. The new pound will be in line with animal welfare codes and be comfortable and big enough to shelter 16 dogs. (The Nelson Mail, Thursday 23 April 2009) CARPARKS FOR CAMPING DEBATEDMillers Acre carpark in central Nelson has been suggested as an alternative site for overnight stays by people in motorhomes, as the Trafalgar Centre carpark will be off limits to them by the end of June. Nelson City Council staff were yesterday urged to go back to the drawing board to find a suitable central site, after councillors were told of alternative areas proposed on the outskirts of town. Council parks and facilities manager Paul McArthur said a reason the carpark would soon be off limits was that the revamped centre had a busy events schedule looming and there was no easy way of notifying campers that the carpark was unavailable. (The Nelson Mail, Friday 24 April 2009) PLAN CHANGE WILL RESOLVE ROW OVER SITESA Tasman District Council plan change 12 years in the making took a significant step forward this week. During the environment and planning committee meeting, councillors were presented with a set of principles to be inlcuded in the cultural heritage sites plan change, which they gave the green light. One of the principles is the establishment of a database of historical and cultural sites, based on New Zealand Archeological Association data, which would be open to landowner input. A memorandum of understanding between iwi and the council set out an agreement for the process, and the Environment Court has directed the council to have a plan change ready for notification on May 30. (The Nelson Mail, Saturday 25 April 2009) PROPERTY WATCHEnergy-efficient home Jennian Homes has sold its Appleby Hills show home and is planning to open an energy-efficient "Right House" in Richmond. Managing director Simon Collett said an out-of-town, unconditional cash buyer purchased the show home at 8 Bright Lane. It is the first house to sell in the subdivision. It has a Rateable Value of $684,000 and was on the market with Ray White Mapua for $839,000 in January, but was most recently advertised for $749,000. The asking price was not achieved but "the nature of the offer was very good", Mr Collett said. "It all worked out good for us with the time frame and everything." He said the new show home was under construction in the Daelyn Rd subdivision, off Champion Rd. Right House, a Merdian-backed company, has been consulted on the home's design and will assess its energy efficiency once it is completed. It is scheduled to open about mid-July. New wellness centre A 113-year old house on the corner of Hardy St East and Tory St in Nelson, which has been a block of four flats for the past 40 years, is undergoing the last stages of an extensive renovation to become a wellness centre. Lorraine Turner and Ivan Outram have owned the property for 10 years and had it tenanted prior to starting the redevelopment a year ago. She said the project was sparked by her desire to have "a really nice environment to work from" as an alternative healer. Since work began, lots of people had dropped in offering their memories of the place, she said, and the owners were actively encouraging this so they could record the property's history. It is not a historic property becuase it has been in flats for so long, but the owners are trying to recycle as much of the building as possible as part of the redevelopment. They hope to have the Blossom House Wellness Centre open in six weeks. Ship broker expands Vining Ship Brokers from Waikawa, Picton, has branched out to Nelson. Part-owner Mike Vining said the business had started trading from premises behind the Nelson Cruising Club and would officially open next Friday. He said he moved from Nelson to Waikawa 28 years ago to set up the business, and saw the expansion as a "natural progression". "Obviously, in conjunction with Waikawa, we can offer a big range of boats for sale." Two experienced ship brokers, Bob Duncan and Robert Greenwood, were operating from the new premises, he said. New retailer moves in A shop on the corner of Bridge and Trafalgar Sts in Nelson has been vacant since the Frontrunner shifted out last year is being fitted out to become a plus-size ladies' wear shop, property manager James Thomas said. He did not know the name of the outlet but said the new tenants had already taken over the lease and he expected it would be opening soon.
